At this stage it's handy to have your buildings already built or at least know the footprint dimensions which can be measured out onto the foam and cut away so that the buildings fit inside the area that has been cut away.
Once you are happy that the buildings fit inside the cut away area remove them.
The next stage is to flip the foam over and apply some PVA glue
Flip the foam over again and glue into position. I used masking tape to hold the foam in position whilst the glue dried.
Leave to dry. Whilst that was drying I painted the road surface with a dark grey.
I used a metal brush to roughen up the surface of the foam in order for the plaster to bond in the next stage.
Mix up a lot of filler, enough to cover all the foam surfaces. You'll need about a 2mm depth with the plaster and smooth it out with a pallet knife.
The surface doesn't have to be perfectly flat. Leave the plaster to dry, give at least 24 hours, sometimes longer until the plaster hardens.
